The due date for DEC to file its plan to meet Clean Air Standards with EPA is only two weeks away. Our bold prediction: DEC will not file the plan on time.
December 14, 2012 is the date the plan is due to EPA. DEC has had 3 years to write the plan.
>>Link to DEC Particulate Matter Planning Process, see the table. The plan is called the “SIP” for State Implementation Plan.
It won’t be ready for months. 18 months ago DEC announced their intention to “transmit the SIP to EPA for approval” in May 2013.
>>Link to July 2011 Presentation SIP schedule on page 37.
Per DEC’s planning process table, the attainment deadline remains December 14, 2014. Filing late makes meeting the 2014 deadline a near impossibility.
There’s no excuse for delay. EPA’s sanctions will increase electric rates and redirect millions in federal road construction dollars.
Further, Fairbanks and North Pole are currently enduring 5 straight days of UNHEALTHY and VERY UNHEALTHY air pollution.
The need to stop this harm to public health is urgent:
“Increased aggravation of heart or lung disease and premature mortality in persons with cardiopulmonary disease and the elderly; increased respiratory effects in general population.” EPA Health Effects Statement for UNHEALTHY
“Significant aggravation of heart or lung disease and premature mortality in persons with cardiopulmonary disease and the elderly; significant increase in respiratory effects in general population.” EPA Health Effects Statement for VERY UNHEALTHY

DEC should stop dragging its feet and protect public health IMMEDIATELY.
