The Fairbanks North Star Borough Assembly approved a package of amendments for the stove change-out program on Friday morning, June 24.
It was the last item considered after over nine hours of public testimony and Assembly considerations on a number of other decision items. The meeting started June 23 at 6 PM and finally wrapped up at 3:30 AM the following morning after the package of amendments, Ordinance 2011-32, was approved unanimously with no changes. Clean Air Fairbanks offered testimony supporting the ordinance and encouraged two changes which were not adopted:
- stove vouchers be offered instead of only reimbursements and tax credits
the program’s eligibility be extended to “all properties” borough-wide so the merits of every application may be considered and health threats to nearby residents not be excluded from consideration if falling outside the nonattainment boundary line.
